I don't think this is necessarily a flaw; all of the characters had lives and pasts that had nothing to do with the others, and to try to connect them would have required a complicated storyline that probably would have been cheesy anyway. Sure, there are some filler eps, but even those are more than worth watching. In fact, "Mushroom Samba", an ep that does nothing to develop the plot, is one of the best in the whole series.
