I have to deal with the same kind of rules everyday. I do not think it is a mortal sin and that you will go to hell just because you love your boyfriend or girlfriend enough to hug them openly. It shows that you care about each other and you are not afraid to show it. Sadly, teachers and other school staff do show more favor for some students than others and it is usually the kids that are into every club and sport and who have the richest parents to give generous donations to the school. If they wish to have to rule, them make everyone answer to it, but it is still wrong to have the rule in the first place. There is nothing wrong with hugging or holding the one you love in public.
