Personally, I'd rather be stabbed randomly than stabbed for money that would go to support a criminal industry having an adverse effect on society. But that's just me.
Like said before, there's absolutely nowhere on Earth that's perfectly safe and populated simultaneously. Being an
Amish person
isn't even safe, believe it or not. And there's always a chance that soeone "cracked" can be spawned in a population... Just add a few spontaneous yet inevitable genetic abnormalities, or something like that, and there you go. The only clear ways to eliminate this is to either perfect cloning [of a sane person], or kill everyone who's cuckoo.
Personally, "safe" shouldn't just apply to crimes. Even in a safe city, if it's creally crowded, then it's more likely one will get lost... Being lost isn't a safe position to be. I don't think anyone is truly safe from disease, either. Though I guess living in a giant bubble could be quite an advantage...
