Crimes in Japan really aren't that unusual compared to those committed anywhere else. Even though a man could look up porn on the internet, a fetish is a fetish. The genre is called "upskirt" correct? I am not proud to say it, but I could find atleast a dozen websites dedicated to any fetish crime or crime you can relate to those in Japan, that are made and produced by Americans in America. The only difference here is the cultural aspect and how obvious the attempts are made.
There really isn't any point worrying about such crimes committed, since what happens, happens. Yes there are more dangerous areas than others, but that is an individuals logic being questioned, when they decide to take the creepy back alley over the well lit sidewalk.
To put things into simple terms, if you are going to be scared about anything, you first need to know what you should actually be afraid of. Honestly, statistics are really just a bunch of insignificant crap when concerning this area in my opinion.
