Hmmm, if the adware/spyware removal tools aren't working.... Then if your really a glutton for punishment there's 'MSCONFIG' (Start->Run and enter 'msconfig' to run). Then you disable ALL the auto-startup applications, reboot and see if the problem still exists, enable one of the auto-startup application, reboot and see if the problem still exists. enable one of the auto-startup... Once you've isolated which process is triggering the adware, then you have to find the reference to it in the registry, hunt it down, and kill it...
