ASP=Active Server Pages

Dynamic server-side web structures based which utilize VBscript, JavaScipt, or Perl.

Outside of professional and college courses, the best way is to purchase a beginers ASP book, or a cook-book, and read it over front to back. Then go back and impliment your understanding of what you read on the tutorials within the book (most of which will have CD-Roms with them).

You will have to have the proper test server engine in your OS, unless you already have an active account with a hosting company online that can accomidate ASP and your scripts. Window XP pro, 2k, and 98 have the test engine preloaded. Win XP home does not. You can install a free apache engine if you need to.
