how come that certain monsters don't give you EXP and some give you very little EXP because i can't level up any more now that i am Level 36 or 37

It means you need to stop picking on the Riff-Raff and start going after the tougher monsters...
Yes you cant just fight the same level of monsters as you alwasy have and expect to get the same level of experience try to kill something the same level as you .
One thing I've learned from leveling up in my games is that if you're not leveling anymore, you have to go elsewhere. Scour the outer reaches of your territory, explore the new areas you ignored before and chase the monsters that always scared you. If you get killed reboot it, buff yourself up with spells and go after it again. You can't be complacent! I've never leveled as fast as when I went after things that were technically beyond what I should've been fighting, such as over ten levels higher than me. It's scary, risky and you have to think fast on your feet, but you level really fast and they drop better stuff too. And who doesn't like that?

Tower of Death is a good place to go when you reach level 30.
Scan the monsters in the area, find one your level or above your level and hunt them. You get 0 exp for monsters below your level. If there are no monsters your level go up to a floor or two in the tower. There are 10 floors in that tower, if you are on the ground floor go to floor 1 or 2.
