But you don't always have to spend skill points to go up in a skill. Just using a skill (ordering your pet for training, attacks for combat, magic casting for arcane, combining potions for alchemy, combing components and making stuff for welding...) will result in experience being gained, which will eventually, (but slowly,) result in a skill level gain
How do I get the combat skill to increase? I've killed plenty of monsters and use my swords always but it stays at 1 and doesn't get exp...

Do a scan of your self, and examine that Use bar associated with your skills. You have to make a very large number of attacks for this to go up, just as you need to practice those attack skills...
