zeon does value their people even though they have the technology to create and even clone humans. they treat them as soldiers or even a person even though they're artificial...if you have seen zz. the titans on the other hands think of you as a tool. for example in z, they dump poisonous gas to civilian space colony so that they can just turn the colony into a colony laser...take about genocide and the colonies are even allies.

yeah, look at puru and puru two... they where seen as humans, at least..
