there are standard resolutions for computers, most of them have an aspect ratio of 4:3, but now there's widescreen, which is 16:9.

If you're unsure what resolution to use, check your display properties on your computer.

i just didnt understand the rules very well

Minimum means the that is the smallest the size which it can be to be considered for the contest, sizes can be bigger and in fact it is preferred they be BIGGER!

Here are some other sizes that would be allowed:
2560x1600
1920x1200
1680x1050
1600x1200
1400x1050
1440x900
1280x1024
1280x960
1280x800
1152x864
