I think there's no relation between the choice of using her and saving his family ,actually he never worried about that (since he sacrificed them along the way!) compared to his ultimate goal.

No because Light is a stratagist he did what any stratagist would do used everyone and everything around him to reach his goal.
Sure it's mean, but that's how Light is. He'd use everyone to get to his goal, no matter what, and no matter how he hurts them. I somehow envy his ability to be so cold. I always get a guilty concience when I hurt others... in real life
He genuinely cared for his sister, thought his Dad was honorable in a sense until he was consumed by power, and never got into any intense situation with his mother. In fact, I believe he wanted to make the world safe for his family to begin with. Or "those he cared about."
