Near is just a little bit smarter, simply because, though L based his hunch on Light being Kira, at one point he faltered, because he was lonely and wanted a friend. Near had a clear head the whole time, and came up with conclusions, way faster then L

When it comes to deciding between L and Near, you need to know the connection between these 2 characters. In the anime, L dies from being fooled by Light, but in the live action. It's quite the opposite. I won't go into details, but in the live action Light dies before L. Near is still considered a L's protege, but the live action goes in more detail of Near's past. I still think L is much smarter than Near. Just because Near lived on and L died does not necessarily mean Near is smarter. It only means L was more willing to risk his own life for the sake of justice.

L can knew who's Kira by himself (mostly)..but near can't do that by himself...he got the information from mello

I say L,because he was about to uncover both Misa and Light if it weren't for the Shinigami.I know Near won in the end but hadn't it been for Mello he might not had made it.

That's hard, Near had previous files on L, so he kinda already had Light in his hands under suspicion, L had to find out who he was. But Near did outsmart Light with the whole notebook thing.
