L won, in my opinion. L was the one who possessed the purest intentions and tried with every fiber in his being to bring Kira to justice. Although Light may believe he has won, he was eventually driven to failure of his own accord. He went insane and publicly boasted of his new-found power, and I think that may have also led to his demise. L cared deeply about people in general, and devoted everything to capture Kira. Light started an era of terror and fear, but it didn't last very long before he was caught. And then it was over. A world wide scare. A period of horror and death. But once it was over, life continued on as normal. The justice system may have changed slightly, but crimes still occurred and murderers still escaped free of charge. Light didn't change much. L changed people's ways of thinking. He brought the world's greatest criminals to justice, and [I]that[I] is what remained even once he was gone; his devotion towards helping others.
