It's to report a post.
If you see a post that doesn't belong somewhere, or if it's breaking the AO rules, you can report it so a moderator can handle the situation.

The balance scale? That is to add to your reputation. It doesn't mean anything, so don't worry about it.

Don't worry about how many members have. It doesn't matter really, it doesn't affect that member in any way, shape, or form. How many a person has usually depends on how long they've been here, or what they did when the Vbplaza was up and running.
