Why can't I upload a custom avatar for my Forum Avatar Picture?

Do I have to post a certain amount of times or something to gain access to this feature?

Yes, you have to 100 posts to upload a custom avatar. When you have 100 posts you are a community member. =]
And when you're an Elite member or higher you can upload an animated one.

1.) Oh, cool.....this will probably take me a couple of weeks to rack up my post count to 100 lol.
