So you can't see the upload options in User CP ->Edit Avatar ???
I feel very stupid, I had an avatar that was o.k. I found a better one so I went to "edit avatar" link in the control panel. I deleted my avatar, but I am unable to upload my new one!!! Now I don't have an avatar at all! I can't even find an upload option!!!!!!!!!!!!!!!!!!!

No, just the option to save changes/ reset fields!

Have you tried logging out, clearing your cookies and browser cache, and log back in???
Did you try using a link yet? Upload it on photobucket.com and use a url for it.
I have a url for it, I just don't know "where" to put it.
I also logged out, cleared my cookies, cleared history, logged back in and I still don't have an upload option.

Right under this is a box in your Edit Avatar put the ( http://www.thesite.com ) into it then push save changes.
As you can read in the announemnt about Elite and community members only have the abillity to upload custom avatars for now
