I don't think it would be fun for the members who have slow internet connections. It would take forever to load a single page. With html and java? They would never get one the home page.
How about the idea of letting all the users post HTML and other scripting. Maybe some Java. C'mon it'll be fun. Just think of all the possibilities. Who's with me?

Also, I think this would allow Viruses, and hacking to occur.

Allowing HTML and scripting is the easiest way out there for someone to hijack the site.

I can see the "no coding & scripting" rule making sense, but why don't you guys allow Flash? All you would need to do is give a size restriction on files. I would upload all sorts of custom games, avatars, and signatures.
Html is definitely out. Dragon Ball specifically outlawed it for the reasons posted above.
