If you are taking about avatars and signatures, the sizes have to be within the dimension limits set in the AO rules. If you are asking if you can attach pictures on to your posts on threads, I am sure that you can post small pictures, relevant to the topic, especially in the Anime/Manga forum, but why do you post pictures on threads?

well most ppl dont like to have pics in thread becuase some people are still using dialup (jeez its 2006 already, update.).
i personally dont have a problem, but they also take up loading time with some browsers. but if they are avatar size i personally dont have a problem with it. I in fact like a little visual now and then.
although you might want to hear from an admin about that.(im pretty sure theres no rule against it)
