You need about 500 posts in order to become an Elite member, and then.. you may have the privilege to change your custom title as many times you desire. And as an explanation to your observation, that is, seeing members below the Elite status having the custom titles, it is because one could purchase that "ability" to change titles under the vbPlaza in exchange to some points.
