what are the rules/guidelines/requirements/whatever for submitting a link to the link directory? because a link submitted by me the other day got deleted for no reason and I was wondering why?

I see, so just because it's new, since it's impossible for brand new websites to have PR of 2
does that mean I can re-submit the link when it gets old and popular enough?
