Ok, honestly - just go and talk to them. I think it's the best and most effective first step towards getting to know someone. It's better than spying on them, and stalking them to get more information.

Lol yea, when I would want to talk to some guy I just say hello and if they have a problem with me I just don't talk to them again.

Drop a few lines, get hooked up for a date or just go out with her on a friday or saturday.
