It is call a "long war" (inside joke).
The reason it's being called a war (whether you want to refer to it as the war on terror or world war iii) is because if a country declares a "war" it gives them certain rights and powers not allowed to them during peace time. By declaring a "war" on terrorism, America has put the country into a suspended state, giving the administration exceeded power for an extended (and not defined) time. Whereas a war between two countries can be fought, and won with clear victors, a war on terror cannot, because any act against the government can be said to be "terrorist."
I'm not saying that America has turned into Big Brother, but by putting itself in an unstoppable "war" it pretty much means that it's pretty close. The secret wiretapping that was approved by the government, but subsequently stopped due to media exposure, was allowed because of the status of being in a war. Buuut then it was shut down because the cat was let out of the bag.

the government would never allow the war on terror to reach that amount of prestige. they don't want it seeming like they needed help to do it.
