Tsunade,I think. not just she is the hottest one in Naruto manga><, but also she is really strong.

in terms of why-won't-you-just-die:tsunade
fu is also a good candidate, but i can't really tell as we haven't really seen her fighting; what we saw is both very little and post mortem.... not exactly a proper sample of her fighting prowess. yugito nii has also been highly praised, but getting killed by hidan (not the smartest fellow) is a bit weird. to put it simply: both female jinchuriki were not shown enough.
