I dont think there is a way really to get a good free one you will probabaly have to buy one online you can try at 4megaupload.com or 4shared.com they have good downloads for this stuff.

Your not going to find a great program like that for free.

Yeah, your probably not going to find a safe/legal free copy of a game design program. But if you have steam (which is made by Valve and thats free), you can get Garrys mod for $10. It's basically a game where you make your own level and stuff. The only downside is you need an SDK game like counterstrike source, portal, half life, or team fortress 2. And if you get one of those, you can get the Source SDK tool and design your own maps and stuff for free. It's not quite a game design program but it's a lot of fun although it's still not free. I'm sure you could probably find it on sale sometime. Steam sales are UNBEATABLE!
