Which I don't think there is a way to unblur something, you would have to just like find the original copy I would say.

In any case, that type of blurring is destructive, meaning that all pre-existing data is destroyed. There are some techniques that can sample and redistribute pixel blocks to get a slightly better resolution, but the bottom line is that without the exact mosaic algorithm, the original data is lost.
On the other hand, I've seen some inversion techniques for hiding identities that can simply be re-inverted in PS or Gimp to the original state. Tedious if you are dealing with video. I'm sure there are some video editing plug-ins for this, but for Springer? Is it really worth it?
The only way you can successfully "Unblur" an image (Unless you have the mosaic algorithm Know1 mentioned), in any medium (Picture, Video, ect) is to digitally repaint it.
Shows like CSI that show one touch button image enhancements for video and images do not exist. To enhance an image, it takes painstaking labour intensive work that takes hours.
