    I would reinstall DirectX yes, then fix your registry from old uninstalled programs and what not. Registry Booster - PC Repairs Made Easy

    Just out of curiosity, have you tried to enable each function of ActiveX under the tools menu in IE7:

    Tools/ Internet Options/ Security/ Custom Level;

    From there, you can enable/disable each facet of ActiveX control. You can try to reverse engineer the problem. You might want to try to enable everything and go to a site that you trust to test it out. If that solves the problem, you can selectively disable each Activex control until you find the culprit. Many of them are disabled as a default.

    Otherwise, you might have the driver issue as mentioned before.

    IE 7 updating causing much probs,one of them probs was the font size and chaotic the original computer setting
    after you update IE,better change your IE setting so it won't annoy another programs
    If your DirectX had a latest version with some upgrading additional Driver
    then you better install new one
    you could do restoring with create some restore point
    but that's weird if your system doesn't work...
    Check your internet option tools
    I never use IE..sometimes it terrible,I used Mozilla and Opera
    Ie is too slow for some reasons..
