ok, let me try to help..
Open the new folder you made, then right click it.
in there you can find "Customize This Folder"
New Folder Properties dialog box will pop out.
In "Folder Pictures" option, click "Choose Picture"
then select the Image you want for the background of your Folder.
    done!... =)

Well that is because what he thought you was for putting a thumbnail for the folder instead of having a background picture inside your folder. If I remember how to do it I'll edit this post, so check back later.

EDIT: FOr some reason I can't seem to do it for my folders either. However I have done this before, and according to windows help, you have to change your folder to view as web page

    Microsoft Corporation

    hopefully that can help you

    Re: New Folder Help

You need to find the hidden Desktop.ini file in the folder that you want to edit. To do that, open the any folder (probably the one that you want to edit to make it easier), go to tools/folder options/view, and then select the radial dial to show "hidden files and folders" (WARNING: this will show many system files and folders that you probably don't know about and shouldn't mess with).

Once you locate the file in the folder that you want to edit, open it in wordpad or any other text editor, and change the code to:
    Code:
    [ExtShellFolderViews]
    {BE098140-A513-11D0-A3A4-00C04FD706EC}=
    {BE098140-A513-11D0-A3A4-00C04FD706EC} [{BE098140-A513-11D0-A3A4-00C04FD706EC}]
    IconArea_Image=C:\YOUR IMAGE.jpg
Make sure to change the "C:\YOUR IMAGE.jpg" to reflect the location and file name/type of your image. Save the file after editing, then go back to the hidden file menu to turn off displaying hidden files.

Oh..and this is for XP, earlier versions of windows had this function without all of this messy coding and file changing. I'm not sure about Vista.

IF YOU ARE AT ALL UNSURE ABOUT DOING THIS, I SUGGEST THAT YOU NOT TRY IT UNTIL YOU UNDERSTAND WHAT YOU ARE DOING.

    Re: New Folder Help

All right, this worked for me - so try to follow these steps:
    1. Create the new folder.
    2. Right click the folder and select, "Properties".
    3. Select the tab labeled, "Customize".
    4. Choose your picture you want for the background.
