I'll keep my eyes pealed for a new solution most of them are the same exact thing.
What are your hardware specs?
RE2 is a game from 1999. Such games can have difficulties running on newer hardware.
Ok, so far it works and I can go to the Load screen without crashing. SO FAR!
I reinstalled the game and put the compatibility of the setup file as Win 95 and the game play as Win 95.
If anything happens I'll be back.
EDIT UPDATE WHATHAVEYOU-
SO it works except for one thing, the load file does not appear, it's an empty spot. When I go to load it says LOAD FAILED.
you might just have to give up, some old games just don't work on newer operating systems.
I have more then a few games that just don't work on Windows 7, which is sad, considering they're good games (SW:KotOR, Full Spectrum Warrior, and others).
only other suggestion I would give you is try Virtualization software like Microsoft's virtual pc to emulate old hardware to get the game working, but that would take a substantial amount of computing power.
That's probably mainly because of the 32 to 64 bit jump though.
It should be possible to make it run properly but you'll have to invest some time and effort first. Possibly some manual tweaking of the settings as well. Check message boards and "RE2 for PC" specific discussions.

You'll discover there are plenty of people like yourself. Especially when we're talking about a series as well known as Resident Evil.

Maybe I should switch my computer to 16-bit maybe instead of 32-bit?

I watched the vid and that solved my problem, everything is working just fine now!!!!!
