There are softsubs where you can turn off the subtitles. Usually in mkv format. Although not all the groups do softsubs.

All the formats in green have separate subtitle tracks that can be turned off or changed (depending on language options). And, of course mp2 (DVDs) also have separate subtitle tracks, but I assume from what you have written that we are not talking about DVDs.
The only problem is if the video was poorly ripped. This includes, but is not limited to, ripping from a VHS tape that had subtitles, or ripping including the subtitle track in a non-editable format. If that's the case, you are out of luck.

and i was refering to taing an aime and removing the subtitel from it when making an amv if there was a compatbale program for it.

Anyway, if you mean they are "burned-in" subtitles which can't be turned off, there are a few plugins for Virtual Dub. One plugin is called MSU. I won't put a link up because the creator's site has a .ru extention--which I am generally weary of (research and use at your own peril). There is also a guide from another anime site: GUIDE
One of the easiest methods (which I never thought about) is just cropping out the subtitle area. That works great assuming the subtitles are in a black section, like in a 16:9 format.
