I really can't remember the name of this manga, so I can't find it.
At the beginning of the story, there was a count who killed the king in order to become the new king. The king was ruthless, he killed any animals possible until there was none left. He wanted to marry the princess. In the end she was made to agree and he gave her a blood red dress, which was coated with her parents blood. On the wedding a boy suddenly appeared and summoned a dragon and killed the guy and he was the princess brother - the legitimate king.
This one is quite new and I think there were 2 chapters of it.

its called Antimagia by Aiya Kyu. and probably the reason none have responded is because the description you gave was just the first couple scenes and not really the whole summary of the manga. its about a prince thought to be dead that returns alive with "magic" abilities to evolve animals into giant monsters.
