Yeah Lucy is too weak but when Fairy Tail was under attack by Oracion Seis Lucy used some attack against Angel she looked strong. But she cant do that anymore. Lucy hasn't called two or more spirits at one time in the Anime either. I hope she does it soon because she is an awesome character.
