Personally I'd use the Windows' Japanese IME pad to have that kanji as a letter in my clipboard (the handwriting- part of Windows' Japanese IME) and translate it or put it into an internet kanji dictionary (I don't use them, so I can't point you to any other place than Worldlingo (clicky) )
