Would females be allowed to be customers at the Maid Cafes and vice versa with males at the Steward Cafes?

Yes. Often women do go into Maid Cafes as spectators just to sort of wish they were maid too, living vicariously through the girls that work there. Not sure about the male side of it though.

Well I don't really know about Hooters, but my impression of maid cafe is rather good. I only take it as an extension of cosplay. Anyhoo I'm quite interested in having a look in it. Thanx all for the interesting replies

well cafe maid sounds pretty weird and fun, but we have a place called Japanese cafe right around the corner of my house, and I guessing this place isn't the same as Maid cafe.

it looks so wierd that it borders on being fake. LMAO If i went there id be laghing so much i couldnt oreder or eat anything if i did. It kind of reminds me of the series He Is My Master and Hanaukyo Maid-Tai.

Maid cafe...I've known their existence for some time now but I never really thought much about it. It wasnt til after I moved away from Japan that I learned of it. Honestly, if I knew about it back then, I would've definitely gone.

I've never heard of it.
