ASCII (American Standard Code for Information Interchange) - one of the first standards of showing roman alphabet on PC - consists of 95 characters [Wikipedia Link]. What the person is referring to, on the other hand, is ASCII art, which - simply put - means "imagery done with using only ASCII characters". You can see an example of ASCII imagery [here].
And back to the original topic on hand...
I don't know much sites, but I'd suggest "doing" your own instead. I used JavE [link] to do all my ASCII. It's an ASCII Image Editor that is written 100% in Java (which lets it run on almost any system). You can draw in it yourself as well as use an incorporated image-to-ASCII convertor, if you like.
The Google search "Anime ASCII" shows up some sites that might interest you, although (of course) some of the art on them are made with programs very like JavE.
I hope this serves the purprose of your thread. And remember to play with the settings of the image-to-ASCII convertor in JavE, often you get the best results only after editing the way convertor receives/interprets/edits your file.
