I like a villian who thinks he's doing the world a favor. You know like, "The world will be down on their knees kissing my feet once I blow up New Zealand!" That's just an example. I also like the gentlemen types, always making fun of the overly cheery good guy and being charming towards the good guy's girl, or the heroine. They also have to have a keen sense of style and bad assery. They look awesome and fight awesome too. And they have to work alone, no stupid henchmen or some sleazy sidekick or even an employer, he works for him alone.
