Phillips are good ummm.. Iomega I would stay away from. Toshiba and Sony CD burners are OK too
I need to buy a new cd-r/dvd burner, and I just thought what you all recommend.
Also, to add a question- is there a difference between a cd-r and a cd-rw burner?
If there is, what's the difference?

Grumble Grumble Grumble
There shouldn't be a difference between CD-R and CD-RW burners, as just about anything that can burn a CD-R (Write once, read only) can also burn a CD-RW (Read/Write multiple times)
Plextor burners are considered the top of the line (I use a PX-708A in my current SFF box). There a little more expensive then other brands, but they have a great reputation for speed, reliability, and technical support....
Hey LenMiyata is this a will since I saw you...
for Myself, I got a plextor PX-W1210a from 5 years ago and he give all the action like a new even now.
Coming soon.........
I personally really like the LG series, always up-to-date on the burning technology, and really affordable.
i would say lite on. and if you can afford it go for the plextor.
