Can't upload pictures

I have a few pictures I want to upload, some wallpaper too, but when I try to upload them, it goes like it is then it shows me to this page and there is nothing in my gallery.
Was wondering if I forgot to do something or if I did it wrong.

Seeing as you only have 2 posts on the board Stuff has to be approved by a Modortator or admin

Okay, I just read on the rules that "That means don't take a wall you found tinker with it and post it as your own or just straight post something you found."
I know the latter part is bad *evil people for doing that* and would never do that, but what I do is I take anime pictures, cut them up, or take out people from the pictures and make new pictures from them, adding a background, text stuff like that. Is that still okay? I'm mostly asking this for the wallpaper section.
