Yes, cosplay is where either you dress up as a show character (it doesn't have to be anime) or you wear a costume for some purpose.

examples
Anime: You dress up as your favorite anime character
Sci-Fi: You dress up as a Jedi or a Klingon from the Star Wars and Star Trek series
Genre: You dress up as a nurse/fireman for some fun

As for how to pronounce "cosplay"... Since it is simply the running together of "cos"tume and "play", you simply pronounce it as such. Thus, "cos" (sounds like "cause") + "play".

simpel as a braclet. or neckless
for example... i have a black and white
beeded bracklet it is a cosplay from frutes basket...
it is kyo's braclet ^.^

..i dressed up like aurron once .. from ffx... Felt stupid and awesome at the same time... Was very strange. Pivot and aki has explained it perfectly

Cosplay can be defined as:

The act of wearing apparel/clothing/attire in the image of a fictional character and playing his/her role.

That's as best as I can define it... Don't want to think of it too much :S

Cosplay can be pronounce using the simple terms: Costume, and Play. The combination of the two syllables gives you the term Cosplay.

Pronouced: käs-plā
If your not familiar with the pronunciation symbols, then you can just say cos-play.
