you need ether Flash or Imageready to make moving GFX
The last three versions of PhotoShop come bundled with ImageReady. (I'm not sure about older versions b/c I never owned them)...
PhotoShop (strictly speaking) can only handle "still" images.
ImageReady does the animations. You can create a "still" in PS then jump to IR and, frame by frame, your piecing together a "movie"...
This TUT takes you through the basics of creating a "rollover" button. (The TUT was made for older versions of IR and PS but that shouldn't matter all that much. Most (if not all) commands remain the same)...

Oh, okay thank you guys! I will use those programs.
If all you need to do is animate .gif files, Adobe Image ready (which comes with Photoshop), Flash, and even Gimp, are overkill.
Microsoft once had a standalone freeware product just for animating Gifs. Import your pics, and publish as an animated .gif file. I think it might have even published to .avi, but I can't remember. This was quite literally a drag 'n drop program- very simple and a clean interface.
The only problem is Microsoft stopped the free download of this program in favor of grouping it with one of its office apps. You can still find it floating on the net, but you can never be sure that it is a "clean" version (ie. no spyware, adware, trojans, or worse).
I did find one version of it that seems legit, but be aware that I didn't scan or sweep the expanded file. I'm not responsible if anyone gets something funky on their system. Just check it out first.

Macromedia Fire works is a good one.
