That's a brush.. look in ur assorted brushes.. or the other packs of brushes and choose whit as ur main color.
I've seen many people's work and I've often seen glowing beams, etc. I've always wondered how they did it, so if somebody could help me. Kind of like this:

hmm... I'm not sure about that effect, but you can put a similar glow on something by going Layer -> Layer Style -> Outer Glow and play around with the settings.
