He's supose to appear after the Valentine brothers' attack on Hellsing. Leader of Geese. Despite being french and hating the english food, he still respects them.

Why are you telling me this? I know who he is. I just hope they'll make him sound different in Japanese.
I love accents like his and Anderson's in the translated manga.
