How Do I Make A Sig Myself?

I was just wondering how to do it myself because I keep getting empty promises that someone will make me one. Anyway this a certain program I need in order to do it or it really so simple that if someone explained to me how to do it that I would get it?

Feh, I use paint and some lame scanner program...
