Heres and easy way,.

if you are making an Animemated GIF (the ones for avys from anime shows).,
just make multiple screenshots from ur media player.(make sure each shot is taken to be sure to make it a smooth movement.)., then either resize them with photoshop or imagerady, .,

easy tip. (then save each shot in a separate new folder.) then save each on according to order of its appearance. EX:, ur first pic can be saved as " 1.gif", then "11.gif","111.gif" etc,
so when you click FILE>>IMPORT>>FOLDER AS FRAMES, - the images will already be in order., then just set the desired time each frame should have., make sure your animation tool window thing is showing "WINDOWS>>ANIMATION"

and then set as GIF, and "save optimized".

same can be done for making animated Sigs.

I would recommend that you would try to learn it by yourself with tutorial.
Best way to learn is to have someone tell you what to do right beside you...
but we can't do that so try a tut ^_^

all the tips above are very good! i'm using same techniques to create those, but there is another way [but you'll need a lot of software to do this one]:

cut the part of your anime clip you want to make animation from [with adobe premiere or with windows movie maker], then import it in macromedia flash, there you can resize it and manipulating the clip you just imported, the you can export it as a gif animation!

often animation like this can be very big in kb's or even im Mb's, but if you want short animation of small size [small in width and height] then it is also a good way to create one!

instead of macromedia flash you can use corel r.a.v.e. > bit different interface [and a bit easier for beginners in flash animation], and there are many of programs that are used for video cuting and manipulation

i would recommend using flash professional 8 (just download the 30day trial version lol XD)
anyways, with f8 you can easily make animation images like this

But flash is a very hard programme to get your head around, well so i am told.

You can small animations with programs such as GIMP 2.2 which i made some of the my userbars with *points to the bottim pic in her sig*. Or you can use Photoshop CS2/ elements (please don't point and laugh at sazzy but its easy to create gifs in that programme). There are tutorials you can find to make animations i don't think they are that hard to find.
