So who's the bigger perverted hermit? Jiraiya, the frog hermit form Naruto, or Master Roshi, the turtle hermit from Dragon Ball?
I actually think they're both equally perverted... :)
I was going to ask whose stronger or has better techniques, but you can debate that if you folks choose to...

Roshi for sure, he's not just oggling the ladies, he's copping feels too!
Just like the name says Roshi is the Master, controling the kamehameha technique makes him fabulous, and imagen he was the strongrst man on earth.
Jiraiya. I've never really seen Roshi actually go peep on girls that much. Jiraiya actually goes and uses his peeping jutsu to peep and write his novel at the same time. Most of the time Roshi is just sleeping with a dirty mag in his face.
Also, Jiraiya seems to get more action than Roshi. Remember the eps. where Jiraiya and Naruto were searching for Tsunade(before they encountered Itachi in the hotel)? Hmm.
Jiraiya\Roshi's strength\world are too different, I'm not even gonna try.

well, Roshi because his pervetedness serves really no purpose other than to satisfy himself. It seems in Naruto, that Jiraiya peeps on girls and is perverted but turns those perversions into something useful as literature for people to read which can make him money. Its the usefulness of the pervert that makes Roshii more of a pervert.
