for those wallpaper makers out there, can anyone tell me which program is the best in making wallpapers?

How much money do you have?
There is no "Best" or even a single solution for making wallpapers. The more advanced and complex designs are usually a result of multiple programs. However, there are programs out there that are proven within the graphic arts industry. Adobe products are keystones for most artists.
It really depends on what you want: Adobe Photoshop, Macromedia Fireworks, or freeware like Gimp, for image manipulation. Adobe Illustrator for "from scratch" design, or any of the plethora of vector drawing programs. Bryce, maya, lightwave, poser, for 3d rendering and modeling.
The questions you should ask yourself iare: What stylistic approach are you going for? How many features (plus the whole learning curve thing) do you want? How much money are you willing to spend?
Ultimately, I've seen talent outperform software on many occssions. I knew a guy once that used windows 3.1 paint program to pixel-draw the Mona Lisa. It blew away anything I could draw in Windows XP and Illustrator 10 today.

adobe photoshop is the best. though it does cost money. i use photoshop 7.0 theres alot of people that us photoshop cs as well'. so i can only recommend it.

I'm using Photoshop CS2
But that piece of software is a RAM-hogging monster. >_>
