The most villan dude in anime has to be Piccolo dai maku from dragon ball, heck i remember when he almost took over the entire world. but thanks to little goku he was stopped with goku's dragon fist.......
Sepiroth has to at the top with the other big villians. I mean cmon, he summoned a meteor and still manages to reincarnate himself later on. + He carrys a big friggin' samurai sword.
Chise from Saikano, not really a bad villain, but she did destroy the world. It just shows girls can kick ass too
