okay, she's not a villain becuz it wasn't under her will that lead her to do those actions, it was the government and what was built inside her that made her do those things...

Yeah that kid from Kenshin was awesome, forgot his name too though.

I'd have to go with Knives from Trigun. He is pure evil. He had a significant superiority complex killed all those people in the Colonist ships, his Mom and almost killed his brother, can you get any more heartless?

I'd rather picked Gauron from FMP, he killed all innocent people inside the city, and also the team mates of Sousuke..... Even the ones who escaped him from MITHRIL he has no mercy.....
