well have you tried freewebs

Buy dreamweaver and get a book on how to use dreamweaver. I say this because you can build a decent site without the need for learning HTML or a programming language, basically you drag and drop. But if you are wanting to be a serious web-site maker you will need to learn HTML (which is really easy) and potentially a few programming languages such as the various versions of but not limited to Java, Pascal, PhP and ASP.

cheifs got it., but there are...'free' forums hosting site., and are the easiest if not laziest things to start from XD., i still yet to understand most html ( i did at one time) along with dreamweaver., i just never thought to make a site wit them., .

Try to learn how to slice and code, its the most fun way to make a website..
