Styling XP? Hmm, there's a program called Style XP that does exactly what you're asking. Great program, and a free trial before purchase required. From there you can easily graduate to more advanced skinning and logon customization.
There are groups of programs that can achieve this. Style xp just happens to be the more popular of the group. If your intersted you can also try Aston, Windowblindz, lite step. My memory fails me at the moment about the others but a simple google will solve that for you. For themes you may visit http://www.belchfire.net, they have got the widest array of themes for all the theming applications accross the board.
*ps. Aston is apparently more of a shell program. Meaning it doesnt' theme your winexplorer shell it actually runs its own shell application "not explorer but aston it self". I hope i'm not confusing you, am I?
Hmmh I found a cool skin but I can't get it installed and there is no read me how to do it can some one help me?
i Downlaod style xp and the next down it would not work do you now why?
As ar as getting skins and making them show rather than the default windows skins, I'm pretty sure you have to run a seperate program to do so. Such as style xp. As far as why it won't work, you're on your own for that.
