Tell him to upload his stuff to Deviantart if rating and comments is what he wants

PM people who's opinions he cares about and ask them to take a look. Make sure and include the url of the image/s.

Also PM other respecible artists, for instance I cannot draw. I can tell you if the work is good or not based off my opinion of good (though I prefer not to cause if it is bad I don't want to discourge someone that can do a better job than me at it and at the same time I don't want to lie so I maining don't comment even if I like the work). Someone else who is a respectible artist can offer meaningful suggestions. Such as: do this or try that or I liked how you did this.

Like Shonen said, Deviantart is the place to go if they don't like the AO gallery anymore. Lots of random people can spam comments there for him.

as now other than elite few will be able to view or comment about them.
